A new PDF is created, then every source page is copied into it in list order. Reordering a file changes where that file's complete page sequence begins. The output is saved as a newly serialized PDF rather than modifying any source document.

The merge screen moves whole files, not individual pages. Merge them first, then use Organize PDF to move, duplicate, or remove pages in the combined result.
No compression target is applied. Re-serialization can change the byte size, but the tool is designed to combine pages rather than optimize images or guarantee a smaller file.
